it depends a lot on the type of service you want to do, streams on or ondemand? how many users? legal or illegal streams? vod? timeshift? etc etc etc
the only requirements are Ubuntu 18.04, 20.04

like superdrago say, you need to provide more data about your project, how much channels do you want to put, how much ppl you will have, do you have VOD / Series?
you will use FHD or HD,
for example, basic user (100 or 200) each one with 3 connection, and your channels are in FHD with bitrate 5000K plus
you will get maximum of 5mb X 3 X 100 =1500mbx s
and more, so if you can give us more data we can give you some resources
