VIP upgraded accounts are able to use their credits to download from the Exclusive Resources section.

This means you can download from other sections but not from Exclusive section without credit

Doesn't mention other sections, VIP users still have to use credit to download. If you want to be able to download without using credit system consider SVIP. See the upgrade page.
