Question Will this be an xciptv Panel?

surfing the web i came across this, since i don't have hostng yet, i can't check if it's a panel. If someone can test it and confirm it I would appreciate it. And also get me out of some doubts
1- Do I necessarily need a hosting to install it?
2- What XCIPTV app would be compatible?
